    Green Administration is an important proposition in the contemporary administration. To construct a multi-management model based on stakeholders is one of the practical ways to implement Green Administration. Therefore, it is particularly important to identify and classify the stakeholders of Green Administration. Employing Mitchell score-based approach and research methods in the literature, the stakeholders of Green Administration were identified through expert survey. There is obvious difference in characteristics of power, legitimacy, urgency and activeness with these stakeholders, and accordingly they are classified into three categories-core stakeholders, dormant stakeholders and marginal stakeholders.
