  • Abstract
    In combination with the planning mode and procedure in Fujian Province, the paper puts forward the balance strategy for the medium-term and long-term electric power and energy which is appropriate to the characteristics of Fujian Province under the dispatching mode of "fairness, openness and impartiality", and also designs the annual planning procedure based on annual utilization hours under the dispatching mode of "fairness, openness and impartiality" and the distribution strategy for the electric energy of the "fairness, openness and impartiality" of the unified-management thermal power plants. The paper also makes research on the planning thought and procedure of the monthly rolling plan based on considering the annual plan, and designs some assessment indexes of the balance analysis on the electric power and energy.
