Abstract :
It is a key problem to achieve good image quality without violating compression rate in the design of image coding algorithm. Aiming at the characteristics of image monitoring system, a new hybrid image compression method is proposed in this paper. Based on the distribution of monitoring image content, the two parameters which are brightness rate and motion activity of the current image block are introduced to discriminate the importance regions. Thus, a simple and effective lossless coding is used to compress the block that contains important content, and other unimportant image content is compressed by use of SPIHT coding. Simulation results show that the proposed method can effectively improve image quality of key information. Especially it can be suitable for image transmission with low rate.
