After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Industrial relations have changed since the founding of New China. At present the salient features of labor relations in China shows increased labor conflicts. The paper analysis different stages of change in industrial relations and the function of Government, business and trade unions based on strategic choice model. In the end of the paper, there are some suggestions on building harmonious industrial relations.
