In accordance with the requirement of the Scientific outlook on development, in the light of principle of sustainable development, on the basis of the idea of green economy and low-carbon economy, the model of construction of small town circular economy in Tianjin should be speedily probed, the evaluation indicator system of small town circular economy in Tianjin should be speedily established, the driving mechanism of small town circular economy in Tianjin should be speedily constructed. The driving mechanism includes construction of leading mechanism, organizing mechanism, motivating mechanism and monitoring controlling mechanism. The above mechanisms interrelate each other, supplement each other, promote each other, consisting an organic integration.
