Abstract :
University administration is the main force of the science and technology innovation for a country. Scientific and rational assessment of universities´ independent innovation ability of science and technology is related to ability of universities´ independent innovation of science and technology development, nurture and motivation. This article studies sorts of influencing factor´s foundation of university science and technology independent innovation ability, constructing the multi-hierarchy appraisal indicator system. The utilization of grey system theory is applied to multi-hierarchy grey cluster appraisal method of the university science and technology independent innovation ability. This method might have potential to be used in Chinese university science and technology independent innovation ability in the actual appraisal.
