Toxic structure: Investigation of the structure and intended purpose of the EPA

Pentadic criticism of the National Energy Policy Act and The Ash Council Memo identifies two vastly different motives of government interaction with the environment. The first motive is based on a view that humans and the environment lie in opposition to each other, a relationship in which humans take a mastery role, managing rather than protecting the environment. The second motive addresses public concern for the environment as more than an economic resource, addressing concerns that economic progress has taken a toll on the environment as a whole. This paper addresses the origin of both motives and relates them to the policies and practices of the contemporary Environmental Protection Agency.
