Abstract
Dual-use core technology can be integrated along the entire life cycle of technology because of its value extensibility, while integration of this technology requires a corresponding support system for its success. Owing to problems of China´s policy, this support system is a closed type. Support system based on open innovation should be constructed in China in order to deal with problems of its backward economy and defense, low efficiency of resource allocation and rate of success in dual-use core technology integration. This support system should be divided into software platform subsystem, hardware platform subsystem, and organization & coordination subsystem. Sustained efforts countermeasures should be done by China government in order to build it, such as forming efficient organization and management systems, establishing and improving policies and regulations, building hardware supportive platforms and doing well matching management measures on operation of this support system.
