Abstract :
The challenges faced in the development of e-government systems in small and medium cities in China are discussed firstly. In order to improve the adaptability and flexibility of e-government systems, requirement-driven e-government system architecture (RDEGSA) for small and medium cities is proposed, furthermore, an architecture framework of e-government network based on fractal theory is introduced and the characteristics of which are analyzed. A norm-based negotiation and coordination platform is put forward in each e-government system. Dealing with people´s livelihood and civil issues is the main task for e-government systems. Moreover, unlike megalopolises, e-government systems in small and medium cities have close interconnections with their neighbors, superiors and subordinates. Negotiation and coordination are of vital importance in and among e-government systems, therefore, the model of negotiation and coordination is presented. Furthermore, the mechanism of negotiation and coordination is also discussed.
