Abstract :
An important property of emergency management is that the crisis manager should adjust his strategies dynamically along with the increasing information and previous activities. This paper studies how to deal with the crisis effectively along with the increasing information and previous activities after the crisis occurred. The authors analyze the dynamic treatment process of the crisis and build a dynamic crisis countermeasures model. So we can suppose that crisis countermeasures process is a dynamic game process with incomplete information between "crisis manager" and "crisis". Then we analyze the dynamics decision-making patterns of crisis countermeasures and propose a novel decision-making method for crisis managers. Finally, we illustrate the application of this decision-making method through the case of earthquake rescue.
