Abstract :
Resource emergency dispatching problem under time constraints and transport capacity constraints is discussed in this study. According to the characteristics of resource dispatching, first considering under the time constraints, then earliest-emergency-start-time as the optimization objectives; at the same time in the resource dispatching process, the transport capacity of resources as a constraint condition, so the same retrieval depot may dispatch more than one time, and the mathematical model is set up in line with the actual situation. Finally an algorithm is proposed to solve the mathematical model.
