Abstract
The further theoretical consideration of the normalized radar cross section dependence on the sea state parameters (wind speed, wave development stage and “mixed” sea) at normal incidence is carried out. A new theoretical algorithm for wind speed retrieval using independent altimeter measurements of the cross section and significant wave height is analyzed. Estimates of the precision of the new algorithm precision are made
