Abstract :
Most vocational high schools are training students with multiple professional certificates as the most important educational goal in Taiwan. However, restricted by the policy of government, vocational high schools have difficulty in achieving this goal. According to the government´s educational rules, testing and skill practices are forbidden in regular courses. Students are only encouraged to take the examination of professional certificates. Therefore, combined the theory of constraints (TOC) and problem hierarchy analysis (PHA), this research provides a systematic method to solve this issue.
