In this paper, the inherent characteristics of vulnerable groups, from the practical and research needs, the disadvantaged groups to participate in sports activities and countermeasures to this problem, the author discussed from two aspects, and explain, first, through a comprehensive understanding of the vulnerable families groups currently participating in sports activities as well as the practical problems faced and find factors affecting the development of countermeasures; two from the perspective of the public to understand their intellectual awareness of persons with disabilities to participate in sports activities, sports of promoting intellectual disabilities career development is feasible.
