  • Abstract
    The harmonic filter design criteria for the Northend Electrification Project is discussed. To design the harmonic filters based on the developed criteria and procure the related equipment, a two stage process is followed. In the first stage, a preliminary filter design was performed to assess the feasibility of limiting harmonic distortion and to create a basis for the manufacturers to bid. The details of the design criteria were also discussed with each of the involved utilities establishing a common ground for the final filter design. In the second stage, which is underway, manufacturers are asked to bid for a performance based specification that includes final filter design, system studies, equipment manufacture and verification of filter performance after installation. Manufacturers can use the preliminary filter design as the basis for the bid, but the successful manufacturer is responsible for providing harmonic filters that meets the specified performance criteria. We believe that with the clearly defined design criteria as outlined in this paper, the manufacturers will be able to minimize the number of unknowns in the bidding process and come up with a cost effective solution. In addition, the performance based specification will ensure that the procurement of harmonic filters will result in the optimum filter design that will meet all utility and Amtrak requirements
