Abstract :
Singapore Telecom has embarked on a project to implement an optical fibre wideband subscriber network to cater for the long and short term subscriber demands. The large number of services and the alternatives expected in future communication networks, present a new set of complexities to the planners and designers. This paper presents an overview of these new problems and describes the planning processes involved. The objectives of the master plan are outlined. A structured planning process is proposed to aid the definition of planning activities and their interrelationships in a complex environment. Some of the results obtained in the preliminary planning are presented. A computer aided tool, the Network Topology Planner, based on nearest insertion heuristics, has been developed
