    With the increasing complexity of modern defense system, the risk of its development process is increasing rapidly. Therefore, it is important to manage the risks in the development process effectively. As the first step of risk management (RM), risk identification (RI) is of great significance to the effect of RM. In this paper, a model for RI based system engineering (SE) is proposed. By this model, the engineering activities in the product development process can be found and then, according to these engineering activities, the risks can be identified comprehensively and effectively, which is a solid foundation to RM.
