Industry orientation of Zhejiang Province, Jiangsu Province and Shanghai is explored based on comprehensive productivity, productivity of financial service and industry, And wage rate. The conclusion is drawn that it is essential to get rid of administrative barrier and to set free key productive elemnets to fulfill development of zone economy in coordination. This presents important significance to Zhujiang Delta and other zone economy.
