Abstract
The expanding IPTV (Internet Protocol Television) market has begun to include the next generation IPTV services for new user experiences. And Open IPTV is one of the very important next services for the subscribers who want the chance to experience more various contents and services easily. This paper presents a policy-based service overlay IPTV framework for open strategy. We suggest that subscribers should be able to choose an EPG (Electronic Program Guide) from multiple EPGs in Open IPTV, and the EPG apply a personal policy in the selection problem of overlapped contents. We design a framework for the requirements, and the framework is based on the ITU-T IPTV NGN (Next Generation Network) framework with non-IMS (IP Multimedia Subsystem).
