    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    The traditional methods of man-hour quota establishing have some deficiencies, and the deficiencies are analyzed. The corresponding GERT Net model is established through the workflow analysis of professionally concentrative repair. Through collecting the professionally concentrative repair data of some planet steering mechanism, the mean and variance of repair man-hour are obtained based on GERT. At last, according to the formula of probability estimate method, the man-hour quota of professionally concentrative repair of unit is established.
