    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

    We define Equipment Core support Capability and Non-Core support Capability. There exist some differences and similarities between Core Support Capability and Non-Core Support Capability. Contrary to Core Support Capability, NonCore Support Capability has three special attribute: Double-Value, Loose-Coupling and Driven Characteristic. It is not only powerful supplement of Core Support Capability, but also the significant support for maintaining and improving Core Support Capability, even is a strong guarantee for succeeding in the whole army´s maintenance task.
