Abstract
The introduction of the Cumulative Leakage Index method by the FCC has constituted a step in the right direction. This method recognizes that there is no CATV system without leakages, and tries to limit the number of permissible leakages according to their intensity. The criterion is a calculated dimensionless number based on the cumulative effect of all leakages of the system at a height of 3000 m above the centre. A computer-controlled system including a field strength meter and a GPS receiver is described
