Abstract :
The Worldwide Military Command And Control System Allocation and Assessment Model (WAAM) is a collection of software tools for representing C3 systems, the associated procedures for message handling, the operational context, and the associated threat environment. The authors present an overview of the current WAAM-based capabilities, the rationale for change, the design concepts for the next-generation C3 simulation environment, and conclude with the status of implementation. Strategic C3 analyses are expanding to include not only a larger range of operations and weapons systems but also markedly changed threats and potential force structures. A description is provided of ongoing efforts within the Defense Communications Agency (DCA) to integrate and augment the set of automated tools that support these much broader types of analyses
