  • Abstract
    Floods are one of the most common natural disasters, which mean that advanced tools for water and rainfall monitoring and warning are often required. It would be useful to have a system which is able to receive, process, inquire and supervise the water stage and rainfall, and present the available information in a simple, user-friendly and flexible manner. The paper discusses the construction of the water and rainfall monitoring and warning system based on FLEX and ArcGIS Server technology. This new system exceeds limits of the traditional GIS development mode, such as poor interaction and a monotonous interface. The new development mode has high speed, good user experience, and excellent data visualizations. It is worth promoting. The system can help users to master the latest dynamic water and rainfall situation, and provide the scientific, accurate and real-time support for flood prevention decision-making.
