Abstract :
Access and control beyond the relatively simple throttle principle of minimize or prioritize are discussed. The architectural concept emphasizes adaptive control through the techniques of feedback control and decision theory. It explicitly includes issues of automation, organizational structure, control system structure, and the roles of human system controllers/decision makers. A model of the trained human decision maker as it applies to system design and operation is considered. The techniques presented are applicable to communications control
