Abstract
We describe a novel cylindrical TE01delta mode dielectric resonator used to measure the complex permittivity of liquids. We performed measurements at frequencies of 422 MHz and 970 MHz on 1-propanol alcohol, methyl alcohol, deionized water, and conductivity-standard solutions of water and potassium chloride. Rigorous mode-matching analysis was used to determine the complex permittivity. Type B measurement uncertainties were estimated to be less than 0.01 for the relative permittivity and less than 0.01 for the loss tangent
