Abstract
A framework for the analysis and design of multiservice networks is developed that is based on multilevel organization of connecting systems and multilayer structure of traffic flow. An allocation of physical and virtual resources to packets, bursts and calls in multiplexing and switching systems is discussed. The concept of multistrata control is introduced to deal with the complexity of traffic management when mixed types of traffic are sent through heterogeneous interworking systems
