Abstract
The European electricity grids were not really designed to facilitate a European wide electricity market. Therefore TSOs need to manage existing bottlenecks via internal and cross-border congestion management like re-dispatch or market based methods like auctions of line capacities. The legal framework in Europe is asking for regional solutions which should be a first step for a common European electricity market. The European TSOs are working to install coordinated flow-based allocation systems in order to manage power flows with an efficient system securing the highest social welfare. The whole development represents work in progress and there are still problem to be solved - the merging of regions, the improvement of capacity calculation, the creation of smaller nodes or the development of systems near to real-time. The basis for all development is a better European governance.
