Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Paper´s view is that innovation capability of SMTE is based on SHRM, which serves enterprise´s targets; The program of relative soft-environment building includes constructing a providing organizational professional and institutionalized indemnificatory SHRM platform; The manageing system constructing of SHR demands strengthening strategic characteristic of human resources management function, all the sub-systems supply creating innovation culture in the enterprises.
