Abstract
When faced with scientific problems, complex adaptive system theory has two obstacles. Firstly, the agent modeling method based on constrained generating procedures lacks foundations for quality solutions. Secondly, it is difficult to apply with echo model because echo model is relatively simple compared with actual problem. Therefore, a new model for complex adaptive system is put forward based on agent study mechanism. The new model lies on three key considerations. The first is that complex adaptive system is hierarchy and has different agents in different levels; the second is that agents have study ability and different agents have different study model; the third is that system evolution results emerge from agents study behaviors. The new model is applied with the study of water resources allocation of the east route of South-to-North Water Transfer Project and three kinds of results are derived.
