Abstract :
Water project has the characters of long investment cycle, muti-objectiveness, uncertain and so on. The traditional investment decision-making model usually only makes decision from the perspective of engineering and technical, while ignoring the impact of the above factors. The interactive idea can modify the decision-making results according to uncertain conditions during the course of decision-making, which can solve the impact of uncertain factors in water project investment. The interactive, multi-objective and flexible decision-making model is established by using the interactive idea. The model can solve the semi-structured problems and can deal with the impact of the uncertain factors for the decision-making. The South-to-North Water Transfer Project is a very large water project, which can solve the problem of water shortage in the north of China. The interactive, multi-objective and flexible decision-making model was used to make decision on the middle-east route connectivity drainage of South-to-North Water Transfer Project in Hebei province. The result showed that the model can provide decision support for the water project investment decision.
