Abstract :
It is a key problem of making the environment and economy sustainable development plan to analyze and appraise the state of water environmental carrying capacity objectively. This paper, based on the water environmental carrying capacity definition, from eco-efficiency angle of the water resource and environment, put forward the index system of assessing water environmental carrying capacity. In order to prove the validity of the appraisal index system, through using the factor analysis model and SPSS software to the state statistical bureau 2003 related statistical data, we have carried on the computation and the positive analysis. It is known that ECCWGDP and ECCWPC among the factor 1 are relative to the efficiency of using water resources. The smaller their values are, the higher their economic efficiency. In the factor 2, the ECCLCOD, ECCINO, ECCICOD, and ECCLCOD values are the bigger, the higher the water environment pollutes. The order of the 31 provinces has been got by the values of water environmental carrying capacity. The results show that the index system is suitable for assessing the water environmental carrying capacity objectively and effectively.
