Abstract
The paper presents both the technical and socio-economic issues that arise from the design of an open, multimodal end-to-end tracking and tracing system. A brief overview of the general technical design choices is followed by a discussion of the associated socio-economic aspects, including the business context, which is heavily influenced by an electronic commerce environment and user requirements
