Abstract :
Some of the work of the CCITT SG XV specialists group on coding on the standardization of low-bit-rate video codecs is described. Emphasis is placed on the issue of the coded picture format. It is shown how the decision was made to adopt a common format for coding and transmission that is independent of the local national television standard. The format meets the basic principle of sharing the burden of conversion between NTSC and PAL/SECAM regions and provides sufficient quality for the resolution of detailed still images
