Abstract
The authors describe the process of selecting a data compression technique for storage and transmission of photographic information, where the primary requirement was for a technique capable of multistage progressive and sequential picture buildup and able to provide good-quality results with a compression of at least 16:1. Twelve techniques were evaluated for functionality, complexity and, in particular, subjective quality. An adaptive discrete cosine transform (ADCT) technique was chosen for refinement and enhancement, and a draft standard is being prepared
