Abstract :
The Internet is new tool which the information age must master and use, network publicity is a natural outreach channel in the background of information, as a new media, by virtue of its unique advantages, network is quickly occupied the position of traditional media by a phenomenal speed. Portal concept is birth in the context, but the rise of professional website, making local comprehensive portal operation models and survival face the serious challenges, facing such challenges, traditional local portal based on the e-government must begin to change for their own.
