  • Abstract
Emergency-Evacuation-Controlling (EEC) should be the essential supporting measures adopted by the authorities of urban transportation after earthquake happens. In this paper, the authors originated an EEC subject for the urban traffic after earthquake. The characteristics of urban traffic after earthquake were analyzed including pedestrians and roads besides vehicles. The methodological framework for the subject was proposed, and then the implemented solutions for the key technologies issues were expounded, including: pedestrian traffic characteristics, vehicle behavior theory, pedestrian-oriented signalized controlling theory for intersections, road harmonic ratio and blocking theory, and evacuation controlling strategies based on the four keys above. The primary intention was to provide guidance for the EEC studies of urban traffic after earthquake.
