Abstract :
Restoration of a power system after a complete blackout is a very complicated problem. Reasonable black-start schemes play a very important role in the fast restoration of the power system. This paper proposes firstly to apply the DEA/AHP method - combining data envelopment analysis (DEA) with analytic hierarchy process (AHP) - to assess and sort the power system black-start schemes. The significant characteristic of the model is to make use of the advantages of both DEA and AHP, and in the meantime avoid the shortages of the subjectivity of AHP and the un-capability for DEA to sort all the schemes at the single scale. The complete sorting of the black-start schemes for the practical power system of a northern city of our country is achieved by the method, which demonstrates the effect and feasibility of the method. The method provides the scientific and quantitative decision references for operators to sort all the black-start schemes and choose the optimal one.
