Establishing Power Selling Right Trading under Time-of-Use (TOU) Price System in Primary Power Markets

In primary electric power markets without real time prices, there exists prominent contradiction that hinders the GREDCO driving forward the time-of-use power price system that is very important to the optimum allocation of resources and the sustainable development of economy. To solve this problem, the power selling right trading is firstly put forward in this paper. Interrelated questions such as the trading necessity, rationality, feasibility, participants, together with the trading mechanism and procedure are discussed. It can be seen that this trading is necessary to both the market participants and the whole society, because it offers an approach to investment callback and risk management for the organizer of DSM, and stimulates the GRIDCO to drive forward more DSM policies.
