Abstract
The paper examines theoretical aspects of optimal transmission network expansion in centralized (regulated monopoly) as well as in decentralized (merchant transmission) environments. Detailed dynamic network expansion formulations are presented for system-wide social cost optimizations to be expected by central planning and profit maximizing objectives entertained by merchant entrants. The existence of distinct optimalizes under the two transmission management options is analyzed, and illustrated with network examples.
