Abstract
This paper discusses the form of geological disasters and triggered crises in Wanzhou district of the three-Gorge reservoir area, probes into the major achievement and successful measures of natural disaster emergent management in the U.S., and concludes that China has owned the complete emergent organizing management and command system, improved the rescue and secure system for emergent project, coordinated mutual support system, agile supply system, as well as experienced emergent rescue team in natural disaster emergent management. It gives the examples of the ten typical landslide disasters in Wanzhou district of the three-Gorge reservoir Area can well-illustrate, and through interviews and research of experts, this paper establishes grey relation model of the three-Gorge reservoir area in Wanzhou district where there is a cyclic crisis chain of social stability-property loss-project time extended, a two-way acyclic crisis chain of land loss - ecological destruction-traffic congestion-safety-political event, and a acyclic crisis chain of panic - land loss. In the end, this paper proposes the idea that the focus on the emergent work of Wanzhou district of the three-Gorge reservoir area shall include the detailed regulations and resolutions of disaster crisis emergent management, the improving efficiency of disaster crisis emergent management, and the early-warning programs of disaster crisis emergent management.
