Abstract
This paper briefly reviews the history of DTV development and the challenges to implementing it in a complete end to end system. Then the low-cost DTV video decoder is studied in detail and a novel approach of a low-cost video decoder is presented. This approach combines downscaling and embedded compression within the MPEG decoding loop to save both memory and bandwidth. Experimental results demonstrate that this approach efficiently preserves the quality of the output image
