Abstract
The topics on the environment are permeated with complex political and institutional aspects when it comes to the implementation of measures that improve and solve problems related to the deterioration of water quality. However, a decision to invest towards the increase in market power is a step surrounded by uncertainty and possible drawbacks. The present study analyzes the way in which a company tried to solve a difficult relation between production, residual outlet and environmental impact, because of deciding to locate its unit in an area of fragile environmental balance
