An investigation has been performed for the case of a circular waveguide with an inner dielectric rod and an annular beam between the rod and outer wall. This system is a dielectric Cherenkov maser (DCM) of unusual configuration as in the traditional DCM, a beam propagates inside a hollow dielectric liner.
