Abstract
The paper considers the problems in power generation expansion arisen in the transition to a competitive electricity market. Specific features of the electricity market and mechanisms of financing power plants construction are analysed. Equations of investment components of tariffs and prices are given. They are used to calculate the costs of operating and new power plants. Imperfection of the electricity market is shown on the example of the wholesale market of European Russia. This calls for a state regulation of generation capacity expansion.
