Abstract :
A general video codec is designed and implemented using generalized subband decomposition, vector quantization with variable bit allocation and motion compensation. The resulting codec is capable of encoding color video in the QCIF format at 15.2 kbit/s and ten frames per second. Simulation results are presented and compared with other video coding methods, such as the H.261 and MPEG standards
