Abstract
Assessing the optimal freight tariff relationship appropriately is significant for the revolution of freight tariff and the development of transportation. According the theory of welfare economy, based on maximization social welfare, the paper constructs an optimal ratio relationship model in waterway and railway and solves the optimal one by means of graphic. What´s more, the paper makes several meaningful conclusions.
