Abstract
The conflict in multi-purpose water resources development projects between two players is modeled by using game theory. First the role of “the planning coordinator” in the conflict with incomplete information is discussed. Then, the graph form game model is proposed to analyze a negotiation process after the presentation of the alternative and information. Finally, the methodology is applied to the conflict on a renewal of the reservoir for hydropower generation
