Abstract :
Urban domestic sewage treatment industry is a very important part of municipal public utility, and bears some economic characteristics of natural monopoly, quasi-public goods, regional production. The supply out of the modes of investment, operation and charging adopted in traditional urban domestic sewage treatment tends to be more and more incompatible with the demand brought about by speeding-up of the process of urbanization of this country. Nowadays, reform of our urban domestic sewage treatment industry must draw reference from foreign successful experience and meanwhile integrate concrete actual situation to introduce market-oriented mechanism to reform the modes of investment and operation of urban domestic sewage treatment industry in China through transforming governmental function, thus improving charging system and establishing a set of domestic sewage treatment development system which suits our urban sustainable development.
