The upgrade of industry structure is not only the external requirement of Chinese textile industry to implement a scientific outlook on development, transform the growth mode and take a new industrialized road but also the necessary option for China to deal with the conflicts and challenges after the entry of WTO, during which the improvement of independent innovation ability is most important to upgrade the textile industry.
